President’s FY26 Budget Harms Reproductive Well Being for All
On May 30, 2025, President Trump released his budget request for Fiscal Year (FY) 2026. If Congress follows his lead, it would be extremely harmful for communities across the country and undermine the goal of achieving reproductive well-being. The President’s budget proposes the elimination of the Title X Family Planning Program (Title X), elimination of the Teen Pregnancy Prevention (TPP) Program, seeks to “defund Planned Parenthood,” and includes the harmful Hyde Amendment, which blocks coverage of abortion for people with federally funded insurance plans such as Medicaid. While there are some welcomed proposals such as the elimination of the annually appropriated “Sexual Risk Avoidance” (also known as abstinence-only) programs and the reauthorization of the mandatory Personal Responsibility and Education Program (PREP), almost all of the policy proposals in this budget are harmful.
The President’s budget also proposes to eliminate various offices in agencies such as the Department of Health and Human Services and consolidates programs under several “unified” offices with no clarity on how programs will be administered.
To summarize, this budget request is awful for people in need of sexual and reproductive health care, particularly those who are struggling to make ends meet. For far too long, marginalized communities have had to navigate bans and restrictive policies that push abortion, contraception, and other forms of reproductive health care and information out of reach. Nearly three years after the Dobbs decision, the current landscape and persistent attacks have only exacerbated these inequities. Despite this, the current administration continues to perpetuate a culture and society where those in power do not support or stand for policies that work to achieve reproductive well-being but undermine it entirely.
Budgets are a statement of values and priorities. A budget that proposes the elimination of critical programs like Title X and TPP, while including the Hyde Amendment, and targeting reproductive health care providers such as Planned Parenthood is contrary to achieving reproductive well-being. This budget comes against the backdrop of continuous efforts to target abortion, contraception, and Medicaid in the reconciliation process. It does nothing to meet the rising need for critical sexual and reproductive health services around the country, including abortion care. At a time when people feel divided, fearful, and are looking to leaders for guidance and action, those in power must ensure reproductive well-being is not merely a desire, but a reality.
