State Responses to the Title X Domestic Gag Rule

For 50 years, the Title X Family Planning Program has provided federal funding to a network of health centers around the country that provide free or low-cost birth control and related services to millions of people with low incomes annually.

After the initial loss of Title X funds, some states impacted by the gag rule provided their own general funds as a stopgap measure. As the examples below demonstrate, it is not reasonable that states can or should be able to replace the federal funding that they have received over many years, nor is it sustainable for states to do so— particularly as the current COVID-19 pandemic strains state resources. Also, while some non-governmental actors are providing supplemental funds, the focus of this document is funding from state governments.
