PRESIDENT’S FY2025 BUDGET REQUEST MAKES PROGRESS TOWARDS SEXUAL AND REPRODUCTIVE HEALTH

(Washington, D.C.) – On March 11, 2024, President Biden released his budget for Fiscal Year (FY) 2025. The budget proposes:

$390 million in funding for the Title X Family Planning Program (Title X), an increase over the current funding level of $286.5 million.

  • Providing level funding for the Teen Pregnancy Prevention (TPP) Program at $101 million.
  • Extending the mandatory evidence-based comprehensive Personal Responsibility Education Program (PREP) at $75 million.
  • Eliminating funding for the discretionary Sexual Risk Avoidance Program (also known as abstinence only).
  • Removing the harmful Hyde Amendment, which blocks coverage of abortion for people with federally funded insurance plans such as Medicaid.

Rachel Fey, Vice President, Policy and Strategic Partnerships at Power to Decide issued the following statement:

“Power to Decide welcomes the President’s budget, which takes steps to help people access the reproductive health care services they need. 

“We applaud the removal of the Hyde Amendment from the President’s budget request. For decades the Hyde Amendment has denied insurance coverage for abortion for people struggling to make ends meet. For far too long, communities—particularly people of color—have had to navigate bans and restrictive policies such as the Hyde Amendment that put abortion care out of reach. The post-Dobbs landscape has only exacerbated these inequities. The elimination of this harmful policy rider is crucial to achieving reproductive well-being.

“While we welcome the President’s proposed funding increase for the Title X Family Planning Program, it is not enough to meet the rising need for critical sexual and reproductive health services around the country. We urge Congress to provide $512 million for Title X, which has been chronically underfunded. 

“Finally, we appreciate continued funding for the Teen Pregnancy Prevention program, which works to build and provide evidence-based programs for young people so that they have all the information and access they need to make decisions about their lives and futures. However, to expand access to evidence-based programs to young people across the country, we urge Congress to provide $150 million for the Teen Pregnancy Prevention Program.

“We look forward to working with the administration and Congress to ensure that critical sexual and reproductive health care, including abortion, is accessible to all who need it without barriers or stigma.”
