Power to Decide Applauds Key Program and Policy Proposals in President Biden’s FY 2024 Budget

(Washington, D.C.) On Thursday, March 9, President Biden released his budget request for the 2024 fiscal year (FY). It proposes:

  • Increasing funding for the Title X Family Planning Program (Title X) from its current level of $286.5 million to $512 million.
  • Increasing funding for the Teen Pregnancy Prevention (TPP) Program from its current level of $101 million to $111 million.
  • Eliminating funding for discretionary Sexual Risk Avoidance (SRA, also known as abstinence only until marriage) program.
  • Removing the harmful Hyde Amendment, a policy that blocks insurance coverage of abortion for people enrolled in Medicaid.

“Power to Decide is pleased to see the strong show of support for Title X and the TPP Program and the elimination of harmful abstinence only until marriage funding in the president’s FY 2024 budget proposal—signaling the Biden-Harris administration’s commitment to expanding access to critical reproductive health care and services and sexual health information for all.

“We are also encouraged to see the omission of the Hyde Amendment. For far too long, this harmful policy has denied insurance coverage of abortion for people working to make ends meet and has disproportionately harmed people of color. The elimination of the Hyde Amendment could not be more important as we face a crisis in reproductive health care access in the wake of the Dobbs decision. There are currently 14 states that have no clinics that provide abortion care, and more are poised to ban abortion soon. 

“We thank the president for the significant increases in critical program funding, and for the elimination of the Hyde Amendment. We hope Congress will support these asks, and also eliminate other harmful abortion restrictions. The crisis we face requires bold leadership at all levels of government to protect reproductive health care access and expand it to all.”
